County denies mini-storage land use change permit
Application was for a 290-unit storage facility off County Road 335 near New Castle

Garfield County has denied a limited impact land-use change permit that would have led to the construction of a mini-storage facility near New Castle, south of County Road 335 (Colorado River Road). In the denial, the Board of County Commissioners determined that the use was not compatible with the surrounding area and considered concerns about the project from New Castle Town Council.
The land-use change permit request, which was filed by Belodi Creek Ranch, LLC, aimed to build Ule Mini-Storage, a 290-unit storage facility that was to be constructed in three phases, according to the application. The plans included an outdoor storage area for boats, recreational vehicles (RVs), trailers, snowmobiles, and all-terrain vehicles (ATVs), and more.
New Castle Town Administrator Dave Reynolds told the board that the site, which is in the urban growth boundary, is designated in the town’s comprehensive plan as rural low density.
“Town council reviewed this, and they do not interpret mini-storage facilities as a use that aligns with their definition of a rural area,” he said. “As such, if this proposal were within the town’s jurisdiction, it would likely not meet the guidelines of the overlying zoning district. Consequently, New Castle Town Council does not support this application and requests that Garfield County commissioners consider New Castle’s comprehensive plan and its designation of this area.
“What town council’s message to this commission is that we do have a comprehensive plan, and we would expect and desire that the comprehensive plan be honored,” Reynolds added.
The board voted to deny the permit request, 2-1, with Commissioner Perry Will voting against the denial.
“I do want to honor New Castle’s comprehensive plan,” said Commissioner Mike Samson. “I’m not sure this proposal is the best use or most compatible use for that land. I’m very sympathetic to the presentation Dave Reynolds made and I hear him loud and clear about what the town council was saying and their concerns.”
