Spring Valley Ranch PUD public hearing
The Garfield County Planning Commission is holding a public hearing Wednesday, October 22, 2025, at 6 p.m. at the Spring Valley CMC Campus in Glenwood Springs. The public hearing is for the review, consideration, and recommendation of a proposed Substantial PUD Amendment to the Spring Valley Ranch PUD. The 5,908-acre site is located about 6.9 miles north of Carbondale and approximately 6.5 miles east of Glenwood Springs, at the intersection of county roads 115 and 114. Applicant is Spring Valley Holdings, LLC. – Staff: Glenn Hartmann, Director and Philip Berry, Principal Planner.

Aster Place Affordable Housing Project
Finding of no significant impact
The Aster Place Affordable Housing Project has requested eight Section 8 project-based vouchers from the U.S. Department of Housing and Urban Development (HUD). This triggered a HUD Part 58 National Environment Policy Act (NEPA) Environmental Assessment.
Garfield County has determined that the project to construct 58 affordable housing units will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 is not required.
Additional project information is contained in the Environmental Review Record (ERR) file at the Garfield County Administration building, located at 108 8th Street, Suite 401, Glenwood Springs, Colorado 81601, and may be examined or copied on weekdays between 8:00 a.m. and 4:30 p.m.

- Inspection requests received before 4:30 p.m. on any business day will be performed on the following business day between the hours of 7:30 a.m. and 4:30 p.m. If your request is received on a non-business day (weekends/ holidays) the inspection will be performed on the second business day following.
Onsite Wastewater Treatment Systems (formerly known as septic systems)
- Garfield County Public Health manages the regulation of onsite wastewater treatment systems (OWTS). Visit the OWTS page for fees and regulations.
- To request a septic inspection, please call 970-945-6614, ext. 8150.
- Contact the system designer, as well as public health, at least 48 hours prior to requesting a final inspection of the installed system – prior to backfill.
