River Edge Colorado PUD revocation approved

Area is being rezoned to its original residential/suburban status

Garfield County has approved a planned unit development (PUD) revocation application for the land encompassing the unrealized River Edge Colorado project, redesignating the zoning to residential/suburban. The roughly 159-acre, two-parcel property is located between Carbondale and Glenwood Springs, next to Cattle Creek and the Roaring Fork River.

The application, which was submitted by Harvest Roaring Fork, LLC, requested “the revocation of the existing River Edge Colorado Planned Unit Development (PUD) and the concurrent re-establishment of the Residential/Suburban (R/S) Zone District for the property, which was the zone district applied to this land prior to its PUD zoning.”

The application noted that the request is intended to bring the property into alignment with current land use planning policies, regulatory expectations, and community development goals established by Garfield County.

The property was originally approved in 2001 as the Sanders Ranch PUD, on which 62 single- and multi-family dwellings were envisioned, until that development was revoked in 2007 and rezoned to residential/suburban. The River Edge Colorado PUD was approved in 2011, for 366 dwelling units, but no plats were ever filed.

Garfield County Planner John Leybourne told the Board of County Commissioners (BOCC) that Community Development staff determined that the residential/suburban zoning is consistent with future land use mapping densities and complies with the county’s comprehensive plan.

“The R/S zoning would allow for residential development at a reasonable density, and the rezoning would also address the need to retire older approvals, like the River Edge PUD,” he said.

In March, the Garfield County Planning Commission recommended approval of the revocation and rezoning application to the BOCC.

“I think it’s pretty straight forward,” said Commissioner Tom Jankovsky. “The applicant, staff, and all public comments have been in favor of revocation.”

The board approved the application unanimously, 3-0.
