Seven arrested as part of a drug trafficking organization
Group allegedly distributed methamphetamine and more from Frisco to Rifle

Sindy Vazquez Martinez and Osbaldo Ramirez-Andrade operated a Drug Trafficking Organization that distributed methamphetamine and additional illegal drugs from Frisco to Rifle, CO. They routinely used their residence in Glenwood Springs, located 185 yards from the front door of the Glenwood Springs Middle School and approximately 60 yards from school property, as a base to distribute illegal drugs.
SPEAR and the Drug Enforcement Agency (DEA) have conducted a long-term investigation, since January of 2023, into the Drug Trafficking Organization operated by Martinez and Ramirez-Andrade. Through diligent police work and coordinated efforts of local and federal enforcement agencies; on the evening and early morning hours of April 27 and April 28, 2025: SPEAR, DEA, HSI (Homeland Security Investigations) and the Garfield County Sheriff’s Office, arrested three individuals on outstanding felony warrants for drug related charges.
On April 29, 2025, SPEAR arrested an additional individual for an outstanding felony warrant and on charges related to this investigation. That same day, SPEAR, DEA, HIS and ERO (Enforcement Removal Operations) conducted search warrants in Glenwood Springs and in Rifle related to this investigation.
This investigation has led to the seizure of the following illegal drugs:
To date, seven suspects have been arrested on charges tied to this long-term investigation:

2. Osbaldo Ramirez Andrade, DOB: 04/13/2001 (24 YO Male)
3. Henry Trujillo Benites, DOB: 01/11/1983 (42 YO Male)
4. Julian Cruz Carrazco, DOB: 02/21/1997 (28 YO Male)
5. Jose Manuel Romo Gallegos, DOB: 05/02/1985 (39 YO Male)
6. Cordelia Suazo Reed, DOB: 06/18/1964 (60 YO Female)
7. Juan Alberto Guevara-Regalado, DOB: 09/04/1985 (39 YO Male)

SPEAR would like to thank the Drug Enforcement Administration, Garfield County Sheriff’s Office, Rifle Police Department, Homeland Security Investigations, and Enforcement Removal Operations for their assistance in this operation. The successful arrests of these distributors of illegal drugs operating their Drug Trafficking Organization near a middle school is a fantastic example of the hard work and diligence of our local and federal law enforcement working together.
